What does de-authorizing an iTunes account do?

Something has come up and I must re-format my pc. I have used up all of my account authorizations and after re-formatting I will not be able to authorize my account again. I have some money on it and would like to use it. Will de-authorizing it right now help? If not then how can I fix this?
